I observe that under No 3 of these regulations the permission of the Governor is to be obtained "through the Consul or Officer of the country to which such Soldiers or Sailors belong":
I have to refer you to the revised memorandum No. 365-M which accompanied Confidential Circular of the 24th instant 1308, and to state that the amendment of paragraphs 6 and paragraph 7(6) and (8) was made with the express object of avoiding communication through the Consular offices of communication; and request that the regulation may be amended accordingly.

As regards retention of Mr Evans, think it would be more economical to retain him in a somewhat reduced capacity. Awaits formal report of Mr Barry and news of decision.
Awaits reply by telegraph. Mr C. thinks no decision should be taken until Mr Barry's report to the Consulting Engineers has been received and considered.
It seems to have been made up not to have considered whether he should be retained or not.
